If you’re having a short service with minimal songs and readings you probably could get away with not having a program. 
On the flip side, if your ceremony is intricate with maybe a couple officiants such as a rabbi and a minister officiating, different cultures or having a large bridal party then it would be nice to have a program that lists all the different prayers, blessings, explanation of rituals and songs so guests can follow along.
It is also a nice way to tell your guests who is walking down the aisle and their relationship to you. On a hot day it might be nice to have a fan program which they can use to cool themselves off as well. You can also design a program that incorporates your color and them to show your unique wedding style.
